RADAR ALERT: SUCCESS IN THE HOUSE!

After months of hard work, our VAWA campaign has registered a major success. On Wednesday the House Judiciary Committee did its mark-up of the Violence Against Women Act and added this language to make the House bill male-inclusive:

   SEC. 402. DEFINITIONS AND REQUIREMENTS FOR PROGRAMS RELATING TO VIOLENCE AGAINST WOMEN.  Part T of the Omnibus Crime Control and Safe Streets Act of 1968 is amended by inserting before section 2001 (42 U.S.C. 3796gg) the following new sections:

   'SEC. 2000A. CLARIFICATION THAT PROGRAMS RELATING TO VIOLENCE AGAINST WOMEN ARE GENDER-NEUTRAL.
   "In this part, and in any other Act of Congress, unless the context unequivocally requires otherwise, a provision authorizing or requiring the Department of Justice to make grants, or to carry out other activities, for assistance to victims of domestic violence, dating violence, stalking, sexual assault, or trafficking in persons, shall be construed to cover grants that provide assistance to female victims, male victims, or both."'

   You can see it for yourself by going to http://thomas.loc.gov and entering HR 3402 (which is the new number for the House bill).

   There is one slight problem with the wording: "unless the context unequivocally requires otherwise."  That means someone who wants to defy Congressional intent might come up with some ridiculous argument why male victims cannot be helped. But we'll deal with that problem later.

   To every person who has written a letter, sent a fax or e-mail, or made a phone call for RADAR's Shock and Awe campaign, we say, "Thank you!"

   But this is just the beginning. The Senate version of the bill still ignores male victims, so now we need to take advantage of the moment.

   This week, we are asking you to e-mail the following persons:

RADAR ALERT: Shock and Awe Week 4: House Judiciary SubCommittee on Crime

Last Tuesday, July 19th, the Senate Judiciary Committee held "hearings" on the bill to reauthorize the Violence Against Women Act which left them no better informed about the truth of VAWA. A transcript of the testimony can be seen at: http://judiciary.senate.gov/hearing.cfm?id=1570.

Now we turn our focus to the House Judiciary SubCommittee on Crime.  This week we're asking you to contact members of that committee to inform them of the facts on VAWA.

    Before the House votes on VAWA, the bill must be fixed to guarantee that all victims are helped, regardless of gender.  It is unacceptable to require victimized men and children to seek help from organizations whose decade-long track record clearly demonstrates their lack of sympathy for, or even outright hostility to the needs of these victims.

    Please make VAWA non-discriminatory by adding the following language:

    "Nothing in this statute shall be construed as prohibiting funding for programs focused on or serving male victims of domestic violence. Male victims shall be considered an underserved population."

Pressure continues to mount to reform VAWA, a law that discriminates against men and shreds their civil liberties.

In recent weeks a number of Op-Ed columns have targeted VAWA. On Tuesday, well-known writer Phyllis Schlafly published a bell-ringer column that called VAWA an example of "anti-marriage and anti-male ideology" and called for persons to "stop the act from spending any more taxpayers' money to promote family dissolution and fatherless children."

    Time to Dispose of Radical Feminist Pork

    If Republicans are looking for a way to return to their principles of limited government and reduced federal spending, a good place to start would be rejection of the coming reauthorization of the Violence Against Women Act sponsored by Sen. Joe Biden, D-Del. It's a mystery why Republicans continue to put a billion dollars a year of taxpayers' money into the hands of radical feminists who use it to preach their anti-marriage and anti-male ideology, promote divorce, corrupt the family court system, and engage in liberal political advocacy.

    Accountability is supposed to be the watchword of the Bush administration, but there's been no accountability or oversight for the act's spending of many billions of dollars. There is no evidence that the Violence Against Women Act has benefited anyone except the radical feminists on its payroll.

    The Senate Judiciary Committee, which is gearing up for a battle royal over the Supreme Court vacancy, has scheduled a hearing on the act for mid-July. It's apparently designed as a be-nice-to-Biden-before-the court-fight event, since no critic has been invited to speak.

    Let's have a reality check. The Violence Against Women Act's gender-specific title is pejorative: it's based on the false, unscientific, unjust and blatantly offensive premise that men are innately violent and abusive toward women, making all women victims of men.

    The president of Harvard University was publicly pilloried for months earlier this year for implying innate differences between men and women. But the act is spending a billion dollars a year to inculcate that very notion in the minds of men and women who are having marital difficulties, as well as police, prosecutors, psychologists and family court judges.

    Feminists staged tantrums at the suggestion of innate math-aptitude differences between men and women, but the whole premise of the Violence Against Women Act is that men have an innate propensity to violence against women. It's not because some are bad individuals or drunks or psychologically troubled, but because men want to keep women subservient in an oppressive patriarchal society.

    The Violence Against Women Act was passed using such bogus statistics as "a woman is beaten every 15 seconds" and "80 percent of fathers who seek custody of their children fit the profile of a batterer." Remember the Super Bowl hoax, the ridiculous claim that "the biggest day of the year for violence against women" is Super Bowl Sunday? It's an assertion conclusively refuted by Dr. Christina Hoff Sommers' research.

    The Violence Against Women Act comes out of Andrea Dworkin's tirades of hate such as, "Under patriarchy, every woman's son is her betrayer and also the inevitable rapist or exploiter of another woman." The act comes out of Gloria Steinem's nonsense, such as "the patriarchy requires violence or the subliminal threat of violence in order to maintain itself."

    Here is some mischief in act-funded activities that should be investigated in the coming Senate Judiciary Committee hearing.

    The act refuses to provide any help whatsoever for male victims of domestic violence. Let's hear from professor Martin Fiebert of California State University at Long Beach who compiled a bibliography of 170 scholarly investigations, 134 empirical studies and 36 analyses, which demonstrate that women are almost as physically abusive toward their partners as men.

    The act encourages women to make false allegations, and then petition for full child custody and a denial of all fathers' rights to see their own children.

    The act promotes the unrestrained use of restraining orders, which family courts issue on the woman's say-so. This powerful weapon (according to the Illinois Bar Journal) is "part of the gamesmanship of divorce" and virtually guarantees that fathers are expelled from the lives of their own children.

    A woman seeking help from an act-funded center is not offered any options except to leave her husband, divorce him, accuse him of being a criminal and have her sons targeted as suspects in future crimes. The Violence Against Women Act ideology rejects joint counseling, reconciliation and saving marriages.

    The act denies that alcohol and illegal drugs are a cause of domestic violence, a peculiar assumption contrary to all human experience. In fact, most domestic violence incidents involve those components.

    The act uses a definition of domestic violence that blurs the difference between violent action and run-of-the-mill marital tiffs and arguments. Definitions of abuse can even include minor insults and refusing to help with child care or housework.

    The act funds the re-education of judges and all law enforcement personnel to teach them feminist stereotypes about male abusers and female victims, how to game the system to empower women, and how to ride roughshod over the constitutional rights of men.

    The act forces Soviet-style psychological re-education on men. The accused men are not given treatment for real problems, but are assigned to classes where feminists teach shame and guilt because of a vast male conspiracy to subjugate women.

    The Violence Against Women Act-funded centers engage in political advocacy for feminist legislation such as the "must-arrest" laws even if there is no sign of violence and even if the woman doesn't want the man arrested, and political advocacy against non-feminist legislation such as shared parental rights.

    It's time to stop the act from spending any more taxpayers' money to promote family dissolution and fatherless children.

    If Republicans are looking for a way to return to their principles of limited government and reduced federal spending, a good place to start would be rejection of the coming reauthorization of the Violence Against Women Act sponsored by Sen. Joe Biden, D-Del. It's a mystery why Republicans continue to put a billion dollars a year of taxpayers' money into the hands of radical feminists who use it to preach their anti-marriage and anti-male ideology, promote divorce, corrupt the family court system, and engage in liberal political advocacy.

    Accountability is supposed to be the watchword of the Bush administration, but there's been no accountability or oversight for the act's spending of many billions of dollars. There is no evidence that the Violence Against Women Act has benefited anyone except the radical feminists on its payroll.

    The Senate Judiciary Committee, which is gearing up for a battle royal over the Supreme Court vacancy, has scheduled a hearing on the act for mid-July. It's apparently designed as a be-nice-to-Biden-before-the court-fight event, since no critic has been invited to speak.

    Let's have a reality check. The Violence Against Women Act's gender-specific title is pejorative: it's based on the false, unscientific, unjust and blatantly offensive premise that men are innately violent and abusive toward women, making all women victims of men.

    The president of Harvard University was publicly pilloried for months earlier this year for implying innate differences between men and women. But the act is spending a billion dollars a year to inculcate that very notion in the minds of men and women who are having marital difficulties, as well as police, prosecutors, psychologists and family court judges.

    Feminists staged tantrums at the suggestion of innate math-aptitude differences between men and women, but the whole premise of the Violence Against Women Act is that men have an innate propensity to violence against women. It's not because some are bad individuals or drunks or psychologically troubled, but because men want to keep women subservient in an oppressive patriarchal society.

    The Violence Against Women Act was passed using such bogus statistics as "a woman is beaten every 15 seconds" and "80 percent of fathers who seek custody of their children fit the profile of a batterer." Remember the Super Bowl hoax, the ridiculous claim that "the biggest day of the year for violence against women" is Super Bowl Sunday? It's an assertion conclusively refuted by Dr. Christina Hoff Sommers' research.

    The Violence Against Women Act comes out of Andrea Dworkin's tirades of hate such as, "Under patriarchy, every woman's son is her betrayer and also the inevitable rapist or exploiter of another woman." The act comes out of Gloria Steinem's nonsense, such as "the patriarchy requires violence or the subliminal threat of violence in order to maintain itself."

    Here is some mischief in act-funded activities that should be investigated in the coming Senate Judiciary Committee hearing.

    The act refuses to provide any help whatsoever for male victims of domestic violence. Let's hear from professor Martin Fiebert of California State University at Long Beach who compiled a bibliography of 170 scholarly investigations, 134 empirical studies and 36 analyses, which demonstrate that women are almost as physically abusive toward their partners as men.

    The act encourages women to make false allegations, and then petition for full child custody and a denial of all fathers' rights to see their own children.

    The act promotes the unrestrained use of restraining orders, which family courts issue on the woman's say-so. This powerful weapon (according to the Illinois Bar Journal) is "part of the gamesmanship of divorce" and virtually guarantees that fathers are expelled from the lives of their own children.

    A woman seeking help from an act-funded center is not offered any options except to leave her husband, divorce him, accuse him of being a criminal and have her sons targeted as suspects in future crimes. The Violence Against Women Act ideology rejects joint counseling, reconciliation and saving marriages.

    The act denies that alcohol and illegal drugs are a cause of domestic violence, a peculiar assumption contrary to all human experience. In fact, most domestic violence incidents involve those components.

    The act uses a definition of domestic violence that blurs the difference between violent action and run-of-the-mill marital tiffs and arguments. Definitions of abuse can even include minor insults and refusing to help with child care or housework.

    The act funds the re-education of judges and all law enforcement personnel to teach them feminist stereotypes about male abusers and female victims, how to game the system to empower women, and how to ride roughshod over the constitutional rights of men.

    The act forces Soviet-style psychological re-education on men. The accused men are not given treatment for real problems, but are assigned to classes where feminists teach shame and guilt because of a vast male conspiracy to subjugate women.

    The Violence Against Women Act-funded centers engage in political advocacy for feminist legislation such as the "must-arrest" laws even if there is no sign of violence and even if the woman doesn't want the man arrested, and political advocacy against non-feminist legislation such as shared parental rights.

    It's time to stop the act from spending any more taxpayers' money to promote family dissolution and fatherless children.

This week the VAWA4All Campaign has good news and bad news to share.

The good news is, our people in Washington are meeting with some key elected officials who are extremely supportive of our cause. That's very encouraging.

The bad news is, these elected officials say they have not seen or heard anything that resembles an outpouring of mass discontent with the current version of VAWA.

That worries us, because next week on July 19th, the Senate Judiciary Committee will be holding hearings on VAWA. As things stand right now, the VAWA bill will sail through the hearings without even a peep of concern.

It's crucial that the Judiciary Committee hear the truth about VAWA.

So RADAR has just unveiled an analysis that identifies the 12 major flaws with VAWA.     RADAR'S Analysis of the Violence Against Women Act


    The US Senate and House of Representatives are currently debating the Violence Against Women Act. RADAR has identified 12 serious flaws with the proposed bill:

  • Abuses the truth. A recent VAWA-funded report documented that 1.5% of women and 0.9% of men were physically or sexually assaulted by a partner in the previous year. The report further notes that one-fifth of these men - as well as two-fifths of the women -- were injured as a result of the assault. But VAWA simply ignores the facts about domestic violence.   • Blatantly discriminates against men. The title, findings, and programs of VAWA violate men's constitutional right to equal protection under the Fourteenth Amendment. None of the billions of VAWA dollars have been spent to help heterosexual male victims of DV. Imagine a federal law designed to protect white victims from criminal acts, while ignoring black victims.
  • Takes children away from their fathers. VAWA allows women to make false allegations of domestic violence, and then petition for divorce and custody of the children. In some states, a father who has ever had a restraining order filed against him is automatically rendered ineligible for joint custody of his children.
  • Blurs the distinction between violent crime and a verbal argument. The National Research Council notes that "Rigorous inquiry into violence against women is precluded when scholars fail to distinguish among what constitutes an act of violence, abuse, or battering."   • Allows unrestrained use of restraining orders. Judges typically issue restraining orders based only on the word of the woman, without obtaining hard evidence or even allowing the man to present his side of the story. And many state laws define "violence" so broadly as to allow restraining orders to be issued on the flimsiest pretext.
  • Provides perverse incentives for law enforcement agencies and prosecutors. VAWA encourages local authorities to implement policies for mandatory reporting, mandatory arrest, and "no-drop" prosecutions. The National Academy of Sciences recently concluded that domestic violence programs are frequently "driven by ideology and stakeholder interests rather than by plausible theories and scientific evidence of cause."   • Represents an over-reaching of federal power. VAWA represents unwarranted government interference into the personal relationships of intimate partners.   • Corrupts family violence research. VAWA-funded researchers often seek to bias the outcome of their research by interviewing only women, by slanting the wording of questions, or by selectively reporting research findings. This week the VAWA4All Campaign has good news and bad news to share.

The good news is, our people in Washington are meeting with some key elected officials who are extremely supportive of our cause. That's very encouraging.

The bad news is, these elected officials say they have not seen or heard anything that resembles an outpouring of mass discontent with the current version of VAWA.

That worries us, because next week on July 19th, the Senate Judiciary Committee will be holding hearings on VAWA. As things stand right now, the VAWA bill will sail through the hearings without even a peep of concern.

It's crucial that the Judiciary Committee hear the truth about VAWA.

So RADAR has just unveiled an analysis that identifies the 12 major flaws with VAWA. So for the July 19 hearings, it's absolutely vital that the Senators hear from all sides, not just the people who willingly abuse the truth and discriminate against men.

    RADAR'S Analysis of the Violence Against Women Act


    The US Senate and House of Representatives are currently debating the Violence Against Women Act. RADAR has identified 12 serious flaws with the proposed bill:

  • Abuses the truth. A recent VAWA-funded report documented that 1.5% of women and 0.9% of men were physically or sexually assaulted by a partner in the previous year. The report further notes that one-fifth of these men - as well as two-fifths of the women -- were injured as a result of the assault. But VAWA simply ignores the facts about domestic violence.   • Blatantly discriminates against men. The title, findings, and programs of VAWA violate men's constitutional right to equal protection under the Fourteenth Amendment. None of the billions of VAWA dollars have been spent to help heterosexual male victims of DV. Imagine a federal law designed to protect white victims from criminal acts, while ignoring black victims.
  • Takes children away from their fathers. VAWA allows women to make false allegations of domestic violence, and then petition for divorce and custody of the children. In some states, a father who has ever had a restraining order filed against him is automatically rendered ineligible for joint custody of his children.
  • Blurs the distinction between violent crime and a verbal argument. The National Research Council notes that "Rigorous inquiry into violence against women is precluded when scholars fail to distinguish among what constitutes an act of violence, abuse, or battering."   • Allows unrestrained use of restraining orders. Judges typically issue restraining orders based only on the word of the woman, without obtaining hard evidence or even allowing the man to present his side of the story. And many state laws define "violence" so broadly as to allow restraining orders to be issued on the flimsiest pretext.
  • Provides perverse incentives for law enforcement agencies and prosecutors. VAWA encourages local authorities to implement policies for mandatory reporting, mandatory arrest, and "no-drop" prosecutions.
