America tends to go to war as its first option and negotiate as its last because it is militarily strong but diplomatically weak. US diplomacy usually consists of threatening military action, trade wars or bribes, usually in the form of suspending previous ongoing attacks on other countries. The Americans told the Russians that if they cut off all avenues of nuclear proliferation to Iran, the Bush administration would work to lift restrictions on the import of spent nuclear fuel to Russia, officials from both countries said today. Russia believes it can make billions of dollars by storing and reprocessing radioactive material from around the world, but it has been blocked by the United States.
So the US seeks to prevent free trade to Iran by Russia by offering a bribe to stop preventing free trade with Russia from all over the world. This outright policy of piracy is what constitutes American diplomacy. The problem is that Russia just doesn't believe America will follow through.
